Influence:

Andriy Zhupanin is a member of the Committee on Energy, Housing and Utilities, and Chair of the Sub-Committee on the Gas, Gas Transmission and Gas Supply Policy Sectors. He is co-chair of the Interparliamentary Relations Group with the Kingdom of the Netherlands. Chair of the inter-parliamentary group ‘United for Recovery’.

Positions

Author of a number of laws that have contributed and continue to contribute to the development of the energy sector in Ukraine, in particular:

- Law No. 264-IX on the unbundling of natural gas transmission activities, which laid the legal foundation for the implementation of EU legislative requirements and the establishment of an independent state operator of Ukraine’s gas transmission system.

- Law No. 1850-IX on the introduction of metering and billing for natural gas volumes in energy units on the natural gas market, adopted to harmonise the requirements of Ukrainian and European legislation in the field of natural gas use,

- Law No. 1820-IX on the development of biomethane production in Ukraine, which laid the legal foundations for the production of biomethane, a renewable substitute for natural gas.

- Law No. 2850-IX on the certification of Ukraine’s gas storage operator, which enabled the state-owned enterprise Ukrtransgaz to gain full access to the EU gas market.

- Law No. 3220-IX on the restoration and ‘green’ transformation of Ukraine’s energy system, which lays the legal foundations for the modernisation of the Ukrainian energy system in the context of the war.
