$20,000 for ‘unfitness’ for service: organisers of the scheme to face trial in Dnipro
In Dnipro, law enforcement officers have concluded a pre-trial investigation into the organiser of a scheme to illegally issue certificates of unfitness for military service and his accomplice. The indictment has been forwarded to the court.
This was reported by the Department of Strategic Investigations of the National Police of Ukraine.
According to the investigation, the organiser of the scheme was a resident of Dnipro. Together with his accomplice, a 40-year-old resident of the city, he provided conscripts with forged medical documents.
The police stated that the men used corrupt connections within military medical commissions and city hospitals. Using forged certificates with fictitious diagnoses, the ‘clients’ were declared unfit for service, which allowed them to avoid mobilisation and leave the country.
The suspects demanded $20,000 for their services.
The investigation established that the organiser coordinated financial matters, including agreeing on the amount and the handover of the documents.
In November 2025, law enforcement officers arrested the intermediary whilst he was receiving the first instalment of $10,000. The organiser of the scheme was also arrested at the same time.
During the investigation, police seized over 1 million hryvnias in cash, medical documents relating to six conscripts, luxury watches and draft notes.
Indictments against both suspects were sent to court under Part 3 of Article 332 of the Criminal Code of Ukraine.
The Dnipropetrovsk Regional Prosecutor’s Office was in charge of the criminal proceedings.
The police reminded the public that, in accordance with Article 62 of the Constitution of Ukraine, a person is presumed innocent until their guilt has been proven in accordance with the law and established by a court conviction.
