Former Foreign Minister Andriy Sibiga will continue to lead Ukraine’s diplomatic service on an interim basis
Former Foreign Minister Andriy Sibiga will continue to lead Ukraine’s diplomatic service on an interim basis until the new Cabinet of Ministers is formed. His full reappointment must be separately approved by the Verkhovna Rada upon the President’s recommendation.

RBC-Ukraine reports on Sibiga’s forthcoming appointment as acting foreign minister, citing an informed source.

Sybiga’s name has not yet been officially announced

President Volodymyr Zelenskyy stated that he had discussed the appointment of an acting Minister for Foreign Affairs with the new Prime Minister, Serhiy Koretskyi. However, the Head of State did not publicly name the future head of the ministry.

According to the publication’s source, Andriy Sibiga is set to temporarily head the Ministry of Foreign Affairs. In addition, the ministry is preparing personnel changes at the level of deputy ministers.

No official government decision on entrusting Sibiga with these duties has yet been made public. Therefore, his appointment has so far only been confirmed by information from the source.

The post of minister must be approved separately by the Rada

Sybiga was part of the government whose powers ceased following the resignation of Prime Minister Yulia Svyrydenko. On 16 July, the Verkhovna Rada dismissed the previous Cabinet, including the head of the Ministry of Foreign Affairs. At the same time, Sibiga is expected to retain his post in Serhiy Koretskyi’s new government.

The Minister for Foreign Affairs is appointed separately by the Verkhovna Rada upon the President’s recommendation. Zelenskyy has not yet submitted a candidate to parliament, so the post remains vacant.

Until the vote in the Rada, the ministry’s work may be overseen by an acting minister. This will ensure the continuity of diplomatic processes, international negotiations and coordination with partners.

What is known about Andriy Sibiga

Andriy Sibiga has headed the Ministry of Foreign Affairs since September 2024. Prior to his appointment as minister, he served as First Deputy Minister of Foreign Affairs, and before that as Deputy Head of the Office of the President and Ukraine’s Ambassador to Turkey.

Sybiga was born on 1 January 1975 in Zboriv, Ternopil Oblast. He studied at the Ivan Franko State University of Lviv, specialising in ‘international relations’ and ‘law’.

He has worked at the Ministry of Foreign Affairs since 1997. During this time, he has held diplomatic posts in Poland, headed the ministry’s consular department and worked at the ministry’s central office.

Pending the completion of the appointment procedures, the Ministry of Foreign Affairs’ website continues to list Sibiga as Ukraine’s Minister for Foreign Affairs.
