Zelenskyy will hold a separate meeting with Umerov following his dismissal from the National Security and Defence Council
Rustem Umerov is to step down as Secretary of the National Security and Defence Council; Ihor Klymenko will take over the post.
President Volodymyr Zelenskyy plans to meet separately with Rustem Umerov following the decision to replace him as Secretary of the National Security and Defence Council. The former NSDC Secretary’s future role within the government has not yet been officially determined.

Following the announcement of Igor Klymenko’s forthcoming appointment as Secretary of the National Security and Defence Council, journalists asked representatives of the President’s Office whether Rustem Umerov might head the Ukrainian embassy in the US.

Dmytro Lytvyn neither confirmed nor denied this information.

“There will be a separate discussion with Rustem. As for the ambassadors, I can repeat once again that changes are being prepared in more than one embassy,” he said.

According to the presidential adviser, large-scale personnel reshuffles within the diplomatic corps are planned to take place ahead of a major meeting of Ukrainian ambassadors, which is due to take place in August.

Umerov has long been linked to Washington

According to RBC-Ukraine, this is not the first time Rustem Umerov’s candidacy has been considered for the post of Ukraine’s ambassador to the United States.

Back in 2025, he was named as one of the leading contenders for the post. However, at that time, the President appointed Olga Stefanishyna as ambassador, and Umerov focused on his work at the National Security and Defence Council, where he was responsible, in particular, for international negotiations.

No official decisions have yet been made regarding Umerov’s new post.

Personnel changes following the government reshuffle

On 17 July, Volodymyr Zelenskyy announced that he had offered the post of head of the National Security and Defence Council to former Minister of Internal Affairs Ihor Klymenko. The President clarified that the decree on his appointment was already being prepared.

The reshuffle forms part of a wide-ranging series of personnel changes following the formation of a new government led by Serhiy Koretskyi.

Earlier, Zelenskyy also stated that appointments of new ambassadors to several countries were being prepared. However, no official decisions regarding the candidates, in particular for the post of Ukraine’s ambassador to the US, have yet been announced.
