“ARMA transferred Oksana Marchenko’s holiday resort to the Security Service of Ukraine for one hryvnia,” – Telegram channels
The sanatorium had previously been placed under seizure as part of criminal proceedings brought by the Security Service of Ukraine (SBU) concerning the financing of actions committed with the aim of forcibly altering or overthrowing the constitutional order, seizing state power, or altering the territory or state borders of Ukraine.
“As part of criminal proceedings No. 222023090000000042 dated 31 January 2023 under Part 3 of Article 110-2 of the Criminal Code of Ukraine, the Ivano-Frankivsk City Court ruled to place a seizure order on LLC ‘Investment Company ‘Ukrkapital’. The ultimate beneficiary of the company is Oksana Marchenko, the wife of former MP Viktor Medvedchuk,” reads a post on the Sheptun Telegram channel.
Among the properties owned by “Ukrkapital”, the court has seized more than 20 flats on Taras Shevchenko Boulevard and Mykhailo Hrushevsky Street, building 9A, as well as flats in the Kyiv region and Lviv, parking spaces, plots of land in the Lviv and Ivano-Frankivsk regions and in Crimea, and commercial properties in Mykolaiv, Kamianets-Podilskyi and Uzhhorod.
In addition, the list of seized assets of ‘Ukrkapital’ includes the ‘Beskyd’ hotel complex in the Ivano-Frankivsk region.
On 6 September 2022, by a ruling of the Ivano-Frankivsk City Court, this holiday resort was transferred to the management of ARMA.
“Of all Ukrkapital’s assets, only this one was transferred to the Agency. Who has continued to use Medvedchuk and Marchenko’s luxury flats in the capital for over three years and to profit from this remains a mystery,” the post states.
All that is known is that on 17 August 2023, ARMA valued “Beskyd” at 229,488,736 UAH. And on 21 December 2023, it concluded an agreement under which this resort is transferred to the management of the SBU sanatorium “Truskavets”.
Currently, the Prozorro system contains no data on the tender to select a manager, technical documentation or the terms of the relevant procurement. There is only a report on the concluded agreement, under which ARMA transferred the “Beskyd” base, valued at 229,488,736 UAH, to the management of the “Truskavets” sanatorium for one hryvnia. At the same time, the Agency’s report for Q4 2025 shows that no funds were transferred to the state budget from the management of the ‘Beskyd’ complex.
