Bank secrecy will become a thing of the past
Deputy Minister of Finance Denys Uliutin announced this, according to RBC-Ukraine, citing member of the Finance Committee of the Council Yaroslav Zheleznyak.
"Regarding banking secrecy, I will honestly tell you: yes, we are having a discussion with the National Bank about access to banking secrecy," - Uliutin said during the discussion of the bill on the register of accounts and bank safes. This bill does not currently contain any restrictions on banking secrecy.
According to him, it is a complex discussion, but the Revenue Strategy states that "we are to come to this."
"And it will happen in any case," - Uliutin said, adding that the Ministry of Finance has significant plans for financial reforms that will not please officials.
According to legislation, banks are guarantors of banking account secrecy, account operations, and client information (Article 1076 of the Civil Code of Ukraine). Currently, law enforcement agencies and tax authorities can access information containing banking secrecy by court order, but they need to provide reasons for this.
Earlier, the NBU was categorically opposed to the abolition of banking secrecy — that is, extrajudicial access to information about bank accounts. "The importance of the banking secrecy institution is no less significant than the principle of presumption of innocence enshrined in the Constitution, which forms the foundation of trust in society," - said NBU Head Andriy Pishny.
