The Budget Committee has approved payments to military personnel from the military levy
This was announced by Roksolana Pidlasa, a Member of Parliament and Chair of the Verkhovna Rada’s Budget Committee.
The Verkhovna Rada’s Budget Committee has considered draft amendments to the Budget Code regarding the allocation of military levies to a special fund of the state budget.
This refers to draft law No. 15167. The Committee recommended that the Verkhovna Rada adopt it immediately as a basis and in its entirety.
A vote in parliament is expected on 12 May.
What the bill provides for
The bill proposes that, from 1 January 2027 until the end of the third post-war year, the military levy be allocated not to the general fund but to a special fund of the state budget.
According to Roksolana Pidlasa, this amounts to over 200 billion hryvnias per year.
These funds are to be used exclusively for the payment of salaries to servicemen of the Armed Forces of Ukraine.
Why this matters
Pidlasa noted that at present this step has greater political significance. Currently, almost all the general fund’s own revenues are already directed towards defence needs.
At the same time, these funds are used not only for the pay of military personnel across all defence forces, but also for weapons.
Once active hostilities have ended, the fixed earmarking of the military levy may become practically essential.
According to the chair of the Budget Committee, this is linked to the increase – that is, a return to normal levels – in the share of non-military expenditure and the reduction in international aid, which currently covers these costs.
As reported by ThePublic, former officials of a unit of the Ukrainian National Guard have been notified of suspicion regarding illegal payments to military personnel. According to the investigation, the amount of losses amounted to almost 12 million UAH. /
