The Innovation Development Fund plans to purchase 860 Starlink Mini units for 17 million

The tender was announced on 21 July 2026. The subject of the procurement is telecommunications satellite equipment under DK 021:2015 code 32530000-7.
The Fund plans to purchase 860 Starlink Internet Satellite Mini kits or equipment with equivalent or superior specifications. All terminals will be procured as a single lot.
The estimated value of the tender has been set at 14.19 million hryvnias excluding VAT. The section on the source of funding specifies 17.028 million hryvnias from the state budget. The difference between these amounts is 20% VAT, so it does not constitute a separate additional cost.
The funds are allocated under the budget programme ‘Ensuring the implementation of measures for the development of specialised innovative technologies’.
How much will one Starlink Mini cost?
If the expected cost is divided by the number of units, the maximum estimated price per set is 16,500 hryvnias excluding VAT. Including VAT, this amounts to 19,800 hryvnias per terminal.
This is not the final purchase price. Bidders may offer a lower price, and the winner will be determined based on the results of an open tender. The sole criterion for evaluating bids is price.
On the open market in Ukraine, the cost of a Starlink Mini, depending on the configuration, the origin of the equipment, the warranty and the seller, generally ranges from 18,000 to 25,000 hryvnias. For example, relevant offers are available on Prom.ua.
Therefore, the price per set specified in the tender generally corresponds to the retail market. However, as this involves a large batch of 860 devices, the actual price may fall during the bidding process.
What specifications must the equipment meet?
In the technical documentation, the contracting authority has set out the minimum requirements for satellite terminals. The equipment must support the Wi-Fi 5 standard, have an Ethernet adapter and a protection rating of at least IP67.
The terminal’s field of view must be 110 degrees, and the stated wireless network coverage area must be 112 square metres.
The package must include a terminal with built-in Wi-Fi, a stand and a DC power cable. The warranty period must be at least 12 months.
Bidders are permitted to offer not only the Starlink Mini but also equivalent equipment. However, the supplier must specify the exact model, manufacturer and country of origin of the goods, and confirm compliance with all technical specifications.
This procurement specifically concerns the supply of equipment. Separate services such as satellite internet access, account activation or payment of subscription fees are not specified in the technical specifications.
When the 860 terminals are to be delivered
Proposals from potential suppliers will be accepted until 09:00 on 29 July 2026. The electronic auction is scheduled for 30 July.
All 860 sets must be delivered by 30 November 2026. The documentation specifies the Kyiv region as the place of delivery; however, no specific address is given in the public part of the tender notice.
Payment to the supplier is to be made upon receipt of the equipment and the signing of the acceptance documents. The draft contract provides for payment within ten calendar days of delivery.
Who will receive the Starlink Mini units?
The publicly available documents do not specify which institutions, military units or other organisations will receive the 860 satellite terminals. The Innovation Development Fund is the contracting authority for the procurement, and the equipment is being purchased under a programme for the development of specialised innovative technologies.
Therefore, there is currently no basis for claiming that all the devices are intended for a specific unit or department. Further details regarding the intended use of the equipment may become known once the procedure is complete or through official statements from the fund.
