The Economic Security Bureau considers the cars parked nearby to be a terrorist threat

The Economic Security Bureau has asked the Kyiv City State Administration to install bollards outside its premises due to the “risk of sabotage and reconnaissance activities” carried out using cars parked nearby. Each bollard costs almost 2,000 UAH.

This is stated in the response from the municipal enterprise “Traffic Management Centre” to an enquiry from ThePublic.

The document notes that the ESBU management submitted a request to the Kyiv City Administration following the appointment of Oleksandr Tsyvinsky as director. In a letter to the Bureau, they complained about traffic violations by local residents, as well as the threat of their vehicles being used for sabotage. 

“According to the information set out in the appeal, these violations have become widespread and systematic. The BEB also reports a potential threat of such vehicles being used for sabotage and reconnaissance activities, which is particularly relevant given the current legal regime of martial law in Ukraine,” the municipal company explains, adding that the work was carried out by three repair fitters and one foreman, and the cost of a single road guide post is 1,724.86 UAH. In total, more than 20 of them have been installed near the bureau building. 

At the same time, according to the publication’s sources, the real reason for installing the new road signs was Oleksandr Tsivinskyi’s fear that his office, whose windows face the road, was being bugged. 

This is also confirmed by the Bureau’s recent purchases. In particular, the acquisition of security roller shutters for doors and windows, blinds, armed security services, alarm systems, and the agency’s multi-million-hryvnia expenditure on information security. 

In addition to security issues, the ESBU under Oleksandr Tsyvinsky’s leadership has begun to focus on staff development. To this end, the Bureau is using public funds to purchase table tennis tables and equipment, artificial intelligence tools, books, magazines and medical check-ups. 

As a reminder, the director of the ESBU previously introduced a ‘golden hour’ for bureau staff. This is a time when everyone is expected to think, whilst management is prohibited from disturbing subordinates or distracting them from this process. 

As reported by ThePublic, the Economic Security Bureau has announced competitions for more than 260 positions. These include vacancies for a head of the innovation department, a strategy master and a truth ambassador. The salary for these specialists reaches 100,000 UAH.
