During the war, the State Bureau of Investigation will spend 13.5 million hryvnias on software for media analytics and the preparation of ‘aesthetic’ reports
This refers to a software suite, ULA Media, and its modules, which are designed for document design, data visualisation and working with video content. The tender was won by a company implicated in a criminal case involving the National Police.

According to the published documentation, the State Bureau of Investigation requires software from the ULA Media range or an equivalent.
This includes the ULA Media Core base platform, speech recognition services and a range of additional modules. For example, transcription tools that allow audio to be converted into text, or visualisation and design modules, as well as video processing tools.
Among other components on which the agency plans to spend budget funds is a document builder used to create graphic templates, layouts and the visual design of official documents. The package also includes software for visualisations, dashboards and infographics
It is worth noting that some of ULA Media’s modules could indeed be useful to law enforcement agencies. However, the SBI wishes to purchase these modules for just one year, whilst the agency requires the ‘design’ applications for a three-year period.
The only participant in the tender is the developer of the aforementioned software, LANTEC, which is to supply 18 copies of the software by 25 December this year. The contract between the company and the State Bureau of Investigations is currently awaiting signature.
For reference: ULA Media is a platform developed by the Ukrainian company LANTEC, which specialises in AI analysis of big data and media content.
The company is registered in Odesa. Its authorised capital is 5,000 hryvnias. The firm actively participates in tenders. Among its largest clients are Ukrenergo, with procurements totalling more than 200 million hryvnias, as well as the state-owned company Energoatom, the National Security and Defence Council apparatus, and the judicial administration.
According to the court register, Lantech is involved in a criminal case concerning negligence by officials during a procurement process, which the company won.
