The State Customs Service has launched a performance appraisal process for customs officials
The State Customs Service of Ukraine has announced the launch of a certification process for customs officials.
This involves a mandatory one-off comprehensive vetting procedure for staff to determine their suitability for their posts and compliance with European-style anti-corruption standards.
The procedure was initiated by the issuance of Order No. 2400 of the State Customs Service of Ukraine dated 14 May 2026, ‘On the commencement of a one-off certification of customs officials’.
Certification commissions must be established by 13 July. Their composition will include representatives of international organisations to ensure the transparency and objectivity of the assessment. The practical implementation of the certification is expected to begin in September 2026.
The procedure involves:
- testing of knowledge of Ukrainian legislation;
- testing of general abilities;
- interviews to assess integrity and professional competence.
The law sets specific deadlines for the certification process depending on the category of post.
Within 18 months, the certification must be completed by the deputy heads of the State Customs Service, heads of central office departments and their deputies, as well as heads of customs authorities and their deputies. For other officials of customs authorities, the deadline is 36 months.
Failure to submit an application for consent to participate in the procedure, refusal to undergo the assessment, or an unsatisfactory result may constitute grounds for termination of civil service in accordance with the law.
The assessment is conducted in accordance with Law of Ukraine No. 3977-IX of 17 September 2024 and Resolution of the Cabinet of Ministers of Ukraine No. 1100 of 8 September 2025.
