What will the pension be if you have only 15 years of official service: a calculation example
What determines the amount of a pension and how to calculate it
The basic formula for calculating a pension is set out in Article 27 of the Law of Ukraine ‘On Compulsory State Pension Insurance’ and is as follows:
P = Zp × Ks
P — the amount of pension you will receive each month;
Zp — average salary taking into account your coefficient (explained below);
Ks — insurance period coefficient (in our case — 0.15 for 15 years).
In other words, the pension is equal to the product of the average salary, adjusted by the individual coefficient, and the insurance period coefficient.
What might the pension be if you have only 15 years of service?
The average salary is the average of official earnings across the country over the last three years, on which insurance contributions were paid.
The individual salary coefficient is determined as the ratio of your salary in a specific month to the national average salary for the same period and is calculated for all months of employment from 1 July 2000 until the pension is granted.
The insurance record coefficient is the number of months of official employment divided by 1,200. Roughly speaking, each year of service contributes about 1% of your salary. In our case, 15 years give a coefficient of 0.15.
Therefore, with only 15 years’ service, even on a fairly substantial salary, the pension amount will remain quite modest. However, if the length of service reaches 30 years, the coefficient for the calculation will be 0.3. Thus, the pension will effectively double.
To receive a decent pension, it is important that both the length of service and the level of earnings are sufficiently high. Furthermore, the year of retirement is of great importance, as the calculation is based on the national average salary over the last three years.
Consequently, the higher this figure, the larger the pension will be, even if the length of service and the individual earnings coefficient remain unchanged.
If a person has 15 years of official service, what will their pension be: a calculation example
For example, let’s consider a case with 15 years of service, where the earnings coefficient is 1.1.
17,482.87 × 1.1 = 19,231.16 UAH
19,231.16 × 0.15 = 2,884.67 UAH
Taking into account the national average salary over the last three years of 17,482.87 UAH, which we multiply by the individual coefficient of 1.1, we get 19,231.16 UAH. We then multiply this figure by the length-of-service coefficient of 0.15. Thus, the estimated pension amount will be 2,884.67 UAH per month.
At the same time, the state sets a guaranteed minimum pension amount, below which the payment cannot fall. In such a situation, a non-working pensioner will be awarded at least 3,406 UAH — even if the calculated amount turns out to be lower, it will be ‘top-up’ to this level.
This calculation is quite approximate, as the individual salary coefficient can vary significantly depending on the ratio of your salary to the national average for each month of employment.
It is also worth remembering that to retire at 60 in 2026, you need at least 33 years of insurance contributions; therefore, with 15 years of contributions, a pension can only be granted at 65.
Please note that Ukrainians retiring on the basis of age in 2026 may not have their employment history from the Soviet era fully recognised. This depends on which specific republic of the former Soviet Union the person worked in and whether they receive a pension from that state.
