Infographic: Who Supports Ukraine the Most
After more than three years of the great war in Ukraine, as of the end of April 2025, the leaders in aid to Ukraine remained unchanged – the USA, the United Kingdom, and Germany. Meanwhile, the highest percentage of their budgets are allocated by Estonia, Denmark, and Lithuania.

These are confirmed by data from the Kiel Institute for the World Economy, investigated by "Slovo i Dilo".

The largest amounts of aid since January 2022 have been provided by the following countries:

USA – €114.63 billion;

United Kingdom – €19.27 billion;

Germany – €15.92 billion;

Japan – €10.74 billion;

Canada – €10.36 billion.                     

At the same time, the Baltic countries, Scandinavia, continue to allocate the largest share of their own GDP — meaning they bear a proportionally greater burden than large economies. In percentage of GDP, the list of leaders looks like this:

Estonia – 2.63% as direct aid, plus 0.39% contribution from the EU;

Denmark – 2.58% directly, plus 0.38% contribution;

Lithuania – 1.92% and 0.35%;

Latvia – 1.54% and 0.37%;

Sweden – 1.29% and 0.35%.

Thanks to the contributions of these countries, EU institutions also provided assistance — €61.18 billion.

Some countries have essentially remained on the sidelines of support: Iceland, Turkey, New Zealand, Hungary.
