Italy is withholding €70 billion for Ukraine in 2027 — FAZ
This is reported by the *Frankfurter Allgemeine Zeitung*, citing diplomatic sources. Reuters and *Politico* have also reported on talks regarding long-term support for Ukraine ahead of the NATO summit.
What is known about Italy’s position
According to the FAZ, NATO ambassadors have already agreed on a draft final declaration, which provides for military support for Ukraine amounting to 70 billion euros in 2026.
This aid is to take the form of weapons, military equipment, training for Ukrainian military personnel and other defence support.
At the same time, the allies have not yet been able to agree on a similar commitment for 2027. It was initially proposed to maintain the same level of support for another year; however, according to FAZ, Italy opposed this wording.
As a result, there is currently no final compromise on the two-year support package. It is expected that the Alliance’s ambassadors will hold further consultations to agree on the text of the declaration ahead of the NATO summit in Ankara.
What is included in the €70 billion for Ukraine
The planned €70 billion is not an entirely new aid package.
According to the FAZ, this sum includes €30 billion already provided for in the European Union’s loan programme for Ukraine, as well as €40 billion agreed by the allies at the NATO summit in Washington in 2024.
If similar commitments are approved for 2027 as well, the total amount of support for Ukraine over two years could reach 140 billion euros.
Why this is important for Ukraine
For Ukraine, such an agreement is important not only because of the amount of aid itself. NATO’s long-term commitments allow for the planning of arms procurement, military training, ammunition production and new defence contracts not just for a few months, but for years to come.
Reuters previously reported that at the NATO summit in Ankara, the allies are set to announce new defence contracts worth tens of billions of euros. This involves expanding arms production and strengthening the allies’ defence industries.
Politico wrote separately about the expected new contracts to support Ukraine ahead of the NATO summit. According to the publication, the allies are preparing decisions designed to ensure the continued production of weapons for the Ukrainian army.
When will the NATO summit take place?
The 2026 NATO summit is due to take place on 7–8 July in Ankara. This will be the 36th meeting of the Alliance’s leaders.
According to the FAZ, the draft declaration also notes that Ukraine is making an important contribution to strengthening transatlantic security.
President Volodymyr Zelenskyy previously announced that Ukraine would also be taking part in the NATO summit in Ankara.
