Journalists have uncovered questionable assets belonging to the head of the Kyiv Regional Directorate of the State Security Service, who was appointed by Tsivinsky

Roman Lysakovsky, whom Oleksandr Tsyvinskyi recently appointed as acting head of the Kyiv regional office of the Economic Security Bureau, stated in his latest declaration that his wife—a dentist and owner of a dental practice in Ternopil—earned just over 60,000 UAH over the course of the year. However, she recently sold this practice, which was a successful business.

In the 2021 declaration of the head of the Kyiv branch of the State Bureau of Investigation, his wife Svitlana Lysakovska’s income was 235,000 UAH, whereas in 2025 it was just 63,500 UAH. At the same time, she owned the SLclinic dental clinic in Ternopil, which provided a wide range of services and employed several doctors and technical staff.

Journalists point out that SLclinic was not registered as a legal entity, and the owner herself operated as a sole trader. As early as 2025, she purchased commercial premises with two treatment rooms in the centre of Ternopil. According to the documents, the purchase price was $28,000, although the market price of such property, according to the journalists’ estimates, could have been at least twice as high.

Roman Lysakovsky himself, in response to a query from Bihus.Info, stated that he was not involved in the day-to-day management of the clinic and did not make staffing decisions regarding employees. At the same time, he emphasised that the clinic operated in accordance with current legislation.

When the family moved to Kyiv, the business was sold for $45,000, whereas the listing had stated a price of $140,000. The official explains this as a discount for a genuine buyer.

In addition to the business, journalists investigated the Lysakovsky family’s property: in Kyiv, the head of the capital’s BEB uses a car and a duplex registered in his mother’s name. According to the declaration, the value of this house and the land plot is 2 million hryvnias. However, according to the developer, similar properties cost almost twice as much even without renovation. 

Journalists noted that Lyudmyla Lysakovska was actively buying property precisely during the period when her son was climbing the career ladder. According to investigators’ estimates, the total value of her assets in Kyiv and Ternopil could now be around a quarter of a million dollars. 

Earlier, journalists drew attention to the declaration of another official appointed by BEB Director Oleksandr Tsivinsky. This refers to the head of the BEB in Lviv Oblast, Mykhailo Borusovsky. The official has significant savings in foreign currency and plots of land, yet he does not own his own home and has been driving his father’s SUV for many years, whilst his family lives in a flat belonging to the owner of a grocery market in Lviv.
