The number of blocked tax invoices has decreased almost fourfold

The problem with blocking was one of the most common complaints among businesses.

Since the beginning of the year, the number of blocked tax invoices has significantly decreased: the indicator has reduced fourfold and is currently 0.2%. This was reported by acting head of the State Tax Service Lesya Karnauh in an interview with LIGA.net.

According to her, at the beginning of the year, the problem with blockages was one of the most common complaints among businesses.

"When in January 2025 our team started working in the State Tax Service, there wasn't a single meeting where businesses did not complain about blocked tax invoices. It was total. Now we have managed to change the situation," – noted Lesya Karnauh.

To achieve this result, the State Tax Service implemented a series of steps:

- created consultation centers to explain procedures to businesses;

- reviewed approaches to data tables and the package of documents submitted by the economic entity for unblocking a tax invoice;

- continued the initiative through tax consultant offices;

- initiated and prepared amendments to regulatory acts, which were supported by the government.

«We changed approaches to identifying entities that may fall into the risk category, expanded criteria so that more tax invoices are subject to automatic registration», – said the head of the State Tax Service. 

Lesya Karnauh also noted that among the 0.2% of invoices that are blocked, most are taxpayers who have made a choice in favor of shadow business.
