The Kyiv Court of Appeal has found Vladimir Bugrov, rector of Kyiv National University, guilty of making false declarations regarding his assets.

According to him, today the Kyiv City Court of Appeal upheld the decision of the court of first instance in the case of Volodymyr Bugrov, rector of Taras Shevchenko National University of Kyiv, regarding false declarations.

“Now the Ministry of Education and Science of Ukraine is obliged to terminate the contract with the rector and appoint an acting rector. And this is already a breath of fresh air for Ukraine’s higher education system,” wrote Oleksiy Ksenich.

Consequently, the NACP must enter Volodymyr Bugrov into the Unified State Register of Corrupt Officials. This means that he will no longer be able to hold his post or stand in the next election for rector of Taras Shevchenko National University of Kyiv. 

As a reminder, according to the National Agency for Corruption Prevention, in his 2023 declaration, Volodymyr Bugrov failed to declare a 2015 Volkswagen Golf, which he used regularly and free of charge. 

According to the documents, the car belongs to his son, although the rector himself owns a 2022 Mitsubishi Outlander. Furthermore, Bugrov paid for the car’s fuel, parking and insurance policy on his son’s behalf. 

The Shevchenkivskyi District Court found the official guilty under Part 4 of Article 172-6 of the Code of Administrative Offences – committing an offence related to corruption. The penalty under this article provides for a fine of 1,000 non-taxable minimum incomes, amounting to 17,000 hryvnias.

Volodymyr Bugrov has also been implicated in sexual scandals on several occasions. As a result, in early April, hundreds of students took to the streets to express their lack of confidence in him.

The protesters called on the university management to suspend the rector from his post pending an official investigation into his actions and to publicly explain the recent scandals. These relate to intimate photos and video material on the anonymous Telegram channel Bugrovleaks. 

The footage, lasting around half an hour, shows a man, allegedly resembling Rector Bugrov, inside Lecture Theatre 105 of the Red Building, where the Centre for the Study of Ivan Franko’s Creative Heritage is located. The authors of the video claim that the rector engaged in intimate correspondence and sent explicit photos to female students and staff members of the university.

As previously reported by ThePublic, a conference of students at Taras Shevchenko National University of Kyiv supported an appeal to the Ministry of Education and Science of Ukraine regarding the temporary suspension of Rector Volodymyr Bugrov.
