Klitschko is insisting on a meeting of the National Security and Defence Council to discuss Kyiv’s ‘resilience plan’

Klitschko claims that the ‘resilience plan’ drawn up on 3 March was signed by him on 10 March, as the National Security and Defence Council, he says, required the mayor’s signature specifically, unlike in all other regions of Ukraine.
“Since then, we have only heard vague complaints and attended meetings that have failed to yield any results in terms of cooperation,” wrote the mayor of the capital.
He accused the state of failing to fulfil agreements regarding the funding of the plan’s measures, organisational issues and the legal regulation of some of the measures. Klitschko stated that the latest announcements regarding the allocation of 10 billion hryvnias to the capital “seem strange”, as, he said, Kyiv has received no documentary evidence of this.
“But the state must take a responsible approach to the issue of the capital’s resilience. Because here, responsibility is shared. After all, the issue of Kyiv’s resilience is a matter of the country’s resilience. And cooperation is needed on specific, most urgent facilities and projects. The city’s and its residents’ livelihoods next winter depend on this. Any political manoeuvring must be put aside!”, he added.
Klitschko noted that he had submitted a revised ‘resilience plan’ detailing specific projects to the National Security and Defence Council, the government and the President’s Office.
Criticism of Klitschko from the state
Earlier, the Cabinet of Ministers had already criticised Klitschko over the pace of Kyiv’s preparations for the coming heating season.
“Kyiv’s pace of preparation for the heating season does not correspond to either the level of threat or the scale of state funding. Next winter is not ‘sometime in the future’. There are seven months left until then,” wrote Oleksiy Kuleba, Deputy Prime Minister for the Reconstruction of Ukraine.
He called on the Kyiv authorities to “move immediately from discussions to concrete action”: signing contracts, selecting contractors, preparing sites, connecting to networks and commissioning backup power generation.
Klitschko himself then stated that the capital was continuing to prepare for next winter, whilst the government, he claimed, was “washing its hands of the matter”.
“We are doing everything within the city’s power. The central government, however, whilst publicly declaring that it will help, has no intention of doing so. The Ministry of Community and Territorial Development promised state funding and even proposed contractors for the restoration work at TPP-5. Now that time has passed, the state is, in effect, washing its hands of the matter. The ministry has stated that this is solely Kyiv’s responsibility. In other words, it’s politics again. They are trying to corner Kyiv,” he said.
And when, in March, Ukrainian President Volodymyr Zelenskyy accused Kyiv of failing to prepare a ‘resilience plan’, Klitschko said: ‘So Kyiv is being treated “specially”. Once again, politics is involved…’.
