Koretsky has submitted the composition of the new Cabinet to Parliament: the full list
This was announced by Ruslan Stefanchuk, Speaker of the Verkhovna Rada. Parliament is due to consider the nominations in the near future in accordance with the Constitution, the Rules of Procedure and the Law on the Cabinet of Ministers.
Koretskyi proposed appointing Denys Shmyhal as First Deputy Prime Minister – Minister for Energy, and Tetiana Berezhna as Deputy Prime Minister for Humanitarian Policy and Minister for Culture.
The post of Deputy Prime Minister for European and Euro-Atlantic Integration could be filled by Vsevolod Chentsov.
People’s Deputy Vitalii Bezgin has been proposed to head the Ministry of Communities, Territories and Internally Displaced Persons. Mykola Kalashnyk, head of the Kyiv Regional Military Administration, has been nominated for the post of Minister for Recovery, Infrastructure and Transport.
Vitaliy Kim, head of the Mykolaiv Regional Military Administration, has been proposed for the post of Minister for Veterans’ Affairs.
Andriy Butenko may become Minister of Education and Science; Matviy Bidnyi, Minister of Youth and Sport; Ivan Vygivskyi, Minister of Internal Affairs; and Taras Vysotskyi, Minister of Agrarian Policy and Food.
Koretsky has nominated Oleksandr Kravchenko for the post of Minister for the Economy and the Environment. It is proposed that the Ministry of Health remain under the leadership of Viktor Lyashko, and the Ministry of Finance under that of Serhiy Marchenko.
The Ministry of Justice may be headed by MP Denys Maslov, the Ministry of Social Policy, Family and Unity by Denys Ulyutin, and the Ministry of Digital Transformation by Oksana Ferchuk.
The titles of the proposed posts indicate yet another change to the structure of the government. In particular, matters relating to communities and internally displaced persons are to be transferred to a separate ministry, whilst reconstruction, infrastructure and transport are to be consolidated within another department.
Koretskyi’s proposal does not include candidates for the posts of Minister of Defence and Minister of Foreign Affairs. Under the Constitution, the President submits their nominations to the Verkhovna Rada, whilst other members of the government are appointed by parliament on the recommendation of the Prime Minister.
The submission of nominations does not yet mean they have been appointed. Every appointment must be approved by the Verkhovna Rada.
Serhiy Koretskyi himself was appointed Prime Minister by parliament on 16 July. The relevant resolution was passed with 289 MPs voting in favour, one against and seven abstaining.
Prior to his appointment, Koretskyi headed NAK ‘Naftogaz of Ukraine’ and had previously led ‘Ukrnafta’. He cited defence, economic stability and Ukraine’s integration into the European Union as the new government’s main priorities.
