Military personnel will be barred from accessing online casinos
This was announced by the Ministry of Digital Transformation.
The Ministry of Digital Transformation stated that the government had adopted a resolution introducing measures to restrict military personnel’s access to gambling.
According to the ministry, the decision was developed in collaboration with the Ministry of Defence. Its aim is to protect military personnel from the risks of gambling addiction and to reduce the associated security threats.
Technical preparations are currently underway to launch automatic user verification via state electronic registers.
How the new mechanism will work
Once integration is complete, when registering or logging in to a legal online casino, the system will automatically check the user against two databases simultaneously.
These are the Register of Persons with Restricted Access to Gambling and the Register of Military Personnel, which is being established by the Ministry of Defence.
If the system confirms that a person is currently serving in the armed forces, access to gambling will be blocked.
What data will casinos receive?
The Ministry of Digital Transformation has emphasised that gambling operators will not have access to information regarding the reasons for the restriction.
Casinos will only receive confirmation that a ban on access to gambling is in place. Information on whether the restriction is linked to military service or other grounds will not be disclosed.
What will change once the system is launched
The state agency PlayCity and the Ministry of Defence are currently working on populating and synchronising the registers required for automatic user verification.
Data exchange between government information resources will take place via the ‘Trembita’ electronic interaction system.
Once the technical work is complete, the verification mechanism will become part of the procedure for accessing legal gambling platforms.
In May 2025, the Cabinet of Ministers established the state agency PlayCity, which was granted powers in the field of gambling and lottery regulation following the dissolution of the Commission for the Regulation of Gambling and Lotteries (KRAIL).
In May 2026, the government reorganised the agency’s coordination structure. Responsibility for PlayCity’s operations was transferred to Prime Minister Yulia Svyrydenko.
In January 2026, the Verkhovna Rada appointed Mykhailo Fedorov as Minister of Defence. Since then, his deputy, Oleksandr Bornyakov, has been acting as head of the Ministry of Digital Transformation.
