Schemes involving embezzlement of funds during the construction of fortifications were uncovered in Dnipropetrovsk region
In the Dnipropetrovsk region, law enforcement officers have uncovered corruption schemes relating to the construction of defensive lines. The case involves one military unit, five suspects and over 14 million hryvnias in losses to the state.
According to the investigation, in 2024, officials of the military unit, together with civilian accomplices, organised the purchase of materials for the construction of fortifications at inflated prices.
The investigation established that controlled enterprises received direct contracts for the supply of materials. At the same time, the prices in the documents were inflated by approximately 20 per cent compared to market prices.
Budget funds were transferred to the companies’ accounts. The money was then converted into cash or laundered.
At the same time, materials for defensive positions were actually purchased at significantly lower prices.
One of the incidents was organised by the commander of a military unit, a colonel. In just two months, in May and June 2024, the state suffered losses of 7.3 million hryvnias. The man was notified of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine.
Another incident involves the head of the military unit’s public procurement group, an officer from that group, his wife, and a civilian arbitration manager. According to the investigation, they embezzled a further 6.7 million hryvnias.
Pre-trial measures have already been imposed on three of the suspects. Another suspect is in hospital.
The investigation is ongoing. Law enforcement officers are checking the involvement of other officials and possible embezzlement of tens of millions of hryvnias.
