NAZK is investigating the purchase of elite real estate by the family of a judge and prosecutor in Bukovel
The National Anti-Corruption Bureau of Ukraine (NABU) initiated an investigation into the family of Kyiv judge Svitlana Hrabets and prosecutor Ihor Hrabets, who in 2023 purchased apartments in a resort complex in Bukovel. According to the investigation, the market value of the property was nearly $550,000 — over 20 million UAH — while the declaration indicated a significantly lower amount.
In 2023, the Hrabets family — Deputy Head of the Kyiv Regional Prosecutor's Office Ihor Hrabets and Kyiv Regional Economic Court Judge Svitlana Hrabets — invested in elite real estate in one of the resort hotel complexes in Bukovel. According to journalists, the market value of an apartment of nearly 63 m² in the Mountain Residence complex was at least about $273,000 (at the exchange rate at that time) — that is over 10 million UAH.
However, in his declaration, Ihor Hrabets stated that he paid only 2.4 million UAH (approximately $65,000) for this property. Also, the judge's father — former prosecutor Yuriy Dyomin — in the same month purchased an apartment of 61 m² in another hotel complex, Glacier Premium Apartments in Bukovel. The minimum market value was from $4,500 per square meter, i.e., almost $275,000, but officially, a sum of about $75,000 was declared — three times less.
Journalists note that at the time of purchase, the family officially had no funds to cover such expenses at market value. Specifically, in 2022, the Hrabets couple declared cash of $220,000, and at the end of 2023 — $185,000. That is, the difference was only about $35,000, which does not match the purchase expenses.
In response to journalists' inquiries, Svitlana Hrabets stated: "All assets that I and my family members have were acquired legally, the funds spent on their purchase are income earned in accordance with the law."
The judge's mother, Olga Dyomina, responded in a comment: "These funds are honestly earned and confirmed by all documents. We have been repeatedly checked... Both the Public Council and the NACP have checked me."
According to information, NABU is currently examining the situation, including the origin of the funds and the compliance of declared income with expenses for real estate purchases. This involves checking for possible signs of false declaration or illegal acquisition of property.
Currently, no official notification of suspicion or results of the NABU investigation have been published.
