The NBU has fined NovaPay nearly 8 million hryvnia: what is the reason?

According to the regulator, the violations were identified during a routine inspection of the company, which was carried out by the NBU’s Inspection Department between September and November 2025.
In particular, a fine of 4.88 million UAH was imposed for non-compliance with the provisions of the Law ‘On Payment Services’, as well as requirements regarding cash transactions, the opening and closing of accounts, and the storage of information constituting a payment service provider’s trade secret.
The company must pay a further fine of 3.12 million UAH for breaches of consumer protection legislation, specifically the provisions of the Law “On Consumer Lending” and the requirements for contracts for the provision of payment services.
In addition to the financial sanctions, the NBU issued a written warning to the company and ordered it to rectify the violations and prevent their recurrence by 25 June 2026.
The relevant decisions were adopted by the NBU’s Committee on Banking Supervision and Regulation and Payment Infrastructure Oversight on 4 May 2026. The fines must be paid within 14 calendar days of the company being notified of the decisions.
