Resolution of the Verkhovna Rada: report and recommendations
The text of the draft resolution on summoning General Zhukov to a plenary session has appeared online. The document contains a legal assessment of the unit’s activities and a plan for the parliament’s next steps.
According to the Resolution:
-
Summoning to report: General Zhukov is summoned to a session of the Verkhovna Rada on 29 April at 12:00 to report on the actions of his subordinates during the events in the Holosiivskyi district.
-
Assessment of performance: It is proposed that the work of the Patrol Police Department in ensuring security in the capital on 18 April be deemed unsatisfactory.
-
Recommendation for dismissal: The document contains a recommendation for the Ministry of Internal Affairs and the National Police to consider the dismissal of Yevhen Zhukov due to improper performance of his official duties.
Context of events
The decision on dismissal and the parliamentary initiative followed a high-profile incident in Kyiv. Earlier, ThePublic reported that a video had been published online showing patrol police officers retreating from the scene of a shooting, leaving a child in danger.
Although the National Police had previously stated that the internal investigation concerned only rank-and-file officers, MP Danylo Getmantsev and his colleagues called for the leadership to be held personally accountable. Oleksiy Honcharenko described Zhukov’s submission of his resignation as the ‘right decision’.
