Pension Fund officials have declared millions in income, flats and cash
This is evidenced by the data in the declarations held in the NACP register.
The Chairman of the Pension Fund of Ukraine (PFU), Yevhen Kapinus, declared an income of 1,706,828 UAH for 2025. Of this amount, 1,259,323 UAH was salary: he received 1,056,264 UAH from the Ministry of Finance and a further 203,059 UAH from the Pension Fund of Ukraine. In monetary terms, his salary at the PFU alone amounted to around 142,000 UAH per month, as previously reported by Ukrainian News.
Kapinus’s declaration also lists cash holdings: $18,000 and 332,000 UAH belonging to the official himself, and $18,500 and 29,000 UAH belonging to his wife. Funds held in bank accounts are declared separately. The wife of the PFU chairman, Marianna Kapinus, received 45,000 UAH from business activities and 788,000 UAH in payments from the World Bank, as also reported by Ukrainian News. Her declaration lists a DAF FT XF 106.460 lorry, a semi-trailer and two passenger cars.
According to her declaration, Tetyana Korol, Deputy Chair of the Pension Fund’s Board, received a salary of 1.782 million UAH for 2025, i.e. approximately 148,000 UAH per month. Her position as Deputy Chair of the Pension Fund’s Board is also listed in the NACP register. Ukrainian News also reported that Korol declared two flats in Uzhhorod, two flats in Kyiv, a plot of land in Zakarpattia Oblast, $18,000 in cash, 1.3 million hryvnias and over $26,000 in bank accounts. Compared to her previous declaration, the 2025 document no longer included the right to use a Mazda 3 car, which she had previously declared.
Another deputy chair of the Pension Fund of Ukraine’s board, Iryna Kovpashko, declared a salary of 1,762,203 UAH for 2025, or over 146,000 UAH per month. The declaration also states her position as deputy chair of the Pension Fund’s board. According to Ukrainian News, Kovpashko held around 8.26 million UAH in her bank accounts, whilst her husband held nearly 600,000 UAH.
Iryna Kovpashko’s husband, as noted in the publication about her declaration, received 139,000 UAH in pension payments and 20,405 UAH in housing and utility subsidies for 2025. The official herself declared her salary at the Pension Fund as her main source of income.
In a broader context, this picture from the declarations shows that the PFU leadership continues to be among the highest-paid state managers. Officially, however, it is Kapinus who heads the fund, whilst Korol and Kovpashko are his deputies on the board.
Looking at the fund’s management’s previous declarations, in 2016 the then-chairman of the PFU board, Oleksiy Zarudny, declared 599,119 UAH in income, whilst his wife declared a gifted flat in Kyiv worth 399,990 UAH. At the time, Zarudnyy also declared $25,000 in cash, his wife $27,000, and the family’s bank accounts held just over 247,000 UAH. Against this backdrop, the current declarations of the PFU leadership appear significantly higher both in terms of salary levels and the volume of declared assets.
As reported by ThePublic, 2,783 Ukrainian officials declared cryptocurrency in their 2025 declarations. This is more than 30% higher than the previous year. The stablecoin USDT featured most frequently in the reports, whilst Ethereum and Bitcoin also remained among the most popular assets.
