Utility benefits in April: rules and income thresholds

In April 2026, Ukraine will continue to offer discounts on housing and utility services. At the same time, for most citizens, the right to discounts will depend on their income level.

In April 2026, the state will continue to provide benefits for the payment of housing and communal services (HCS). However, stricter income requirements will apply to most recipients of assistance.

According to Novosti.LIVE, only certain categories of citizens will be eligible for benefits regardless of their average monthly income.

At the beginning of the year, the Pension Fund of Ukraine updated the criteria for determining households' eligibility for discounts on housing, natural gas, electricity, and other utility services.

The key indicator for receiving benefits in April will be the tax social benefit threshold. In 2026, it will be 4,660 UAH per household member.

If the average monthly income of the family over the last six months exceeds this amount, the benefit will not be granted.

The income limit is calculated using the formula specified in the Tax Code. The subsistence minimum for an able-bodied person is multiplied by a coefficient of 1.4 and rounded to the nearest UAH 10.

In 2026, the subsistence minimum for able-bodied persons is 3,328 UAH. Accordingly, the income limit is 4,660 UAH.

Citizens belonging to categories defined by law are entitled to benefits. In particular, these are large families, Chernobyl victims, veterans, rehabilitated persons, families of deceased military personnel, as well as rural pensioners — teachers and medical workers.

For example, large families are entitled to a 50% discount on housing and utility bills, but only if they meet the established income criteria.

At the same time, some categories of citizens will receive benefits regardless of their income level.

These include combatants, persons with disabilities resulting from war, and family members of deceased defenders.

For these citizens, benefits are reassigned regardless of their financial situation.

The Pension Fund of Ukraine has also automatically extended benefits to those citizens who received them in 2025 and meet the updated criteria.

At the same time, persons whose income exceeded the established threshold lost their right to assistance.

Earlier it was reported that the preferential electricity tariff will be valid for Ukrainians only until 30 April. After the end of the heating season, a higher rate may be set.
