President Zelenskyy’s letter to Putin: the Foreign Ministry has outlined the next step
This was announced by Ukraine’s Foreign Minister Andriy Sibiga on the social media platform X. According to him, President Zelenskyy’s letter is a “serious and substantial proposal” for ending the war.
Ukraine will officially forward President Volodymyr Zelenskyy’s open letter to Putin to Russia via diplomatic channels.
Foreign Minister Andriy Sibiga stated that this is not merely a public appeal, but a document containing a proposal to end the war.
According to him, the letter is addressed directly from the President of Ukraine to the President of the Russian Federation.
“This open letter is a serious and substantial proposal to end the war. Directly from the President of Ukraine to the President of the Russian Federation,” Sibiga said.
What Zelenskyy’s letter contains
The letter sets out clear and realistic steps towards achieving peace.
The document also contains an invitation for a personal meeting between Zelenskyy and Putin.
Sybiga emphasised that Ukraine is awaiting a constructive response from the Russian side.
“The time has come to end this war. The time has come to choose peace,” the minister noted.
What the President proposed
On 4 June, Volodymyr Zelenskyy published an open letter to Putin. In it, the President of Ukraine proposed holding a face-to-face meeting to end the war.
Zelenskyy noted that the talks should take place not in Moscow or Kyiv, but on neutral ground. Among the possible countries, he named Switzerland, Turkey and states in the Arab world.
The President also stated that Ukraine is ready for a complete ceasefire during the negotiations.
Separately, he proposed an exchange of prisoners of war on an ‘all for all’ basis and emphasised the need to return civilians and children taken by Russia during the war.
How the Kremlin reacted
The Kremlin stated that it had seen Zelenskyy’s letter and that it would be reported to Putin.
At the same time, Kremlin spokesperson Dmitry Peskov reiterated Moscow’s previous position: if Zelenskyy wishes to meet with Putin, he may come to the Russian capital.
This contradicts the position of the Ukrainian President, who stated explicitly in his letter that, after years of war, neither Moscow nor Kyiv could be the venue for such a meeting.
What is important
The delivery of the letter via diplomatic channels means that Ukraine is moving Zelenskyy’s proposal from the public sphere into the official one.
At the same time, the date of a possible meeting between Zelenskyy and Putin has not yet been announced.
Ukraine insists that the talks must focus on ending the war, a ceasefire, the exchange of prisoners, the return of civilians and children, and future security guarantees.
