The Council approved amendments to the 2025 Budget
The Verkhovna Rada adopted in the second reading and in its entirety the bill on amendments to the State Budget-2025 for 36.7 billion UAH. The document primarily concerns non-military expenditures, in particular, it proposes replenishing the reserve fund and additional funds for the Ministry of Digital Transformation. This was reported by UNN citing the head of the Verkhovna Rada Committee on Budget, Roksalana Pidlasa.
"The Rada approved the changes to the budget. 229 votes 'for'," Pidlasa wrote on Facebook.
According to her, the additional expenditures are balanced by reducing other non-military expenditures by 36.7 billion hryvnias (of which 33.6 billion hryvnias are cuts in servicing the state debt), as well as reallocating part of the corporate income tax from the Kyiv city budget to the general fund of the state budget (8 billion hryvnias).
She noted, among the main items on which it is proposed to increase expenditures (an incomplete list):
- +25.7 billion hryvnias - increase in the replenishment of the reserve fund of the state budget (unforeseen military and humanitarian expenses);
- +4.3 billion hryvnias for the Ministry of Digital Transformation, of which: 1.4 billion hryvnias - a new program of the Ministry for purchasing special equipment, drones, and testing equipment for combat conditions;
- +2.8 billion hryvnias - grants for the development of production in the defense tech sector;
- +4.6 billion hryvnias - meals for primary school students in ALL regions and grades 5-11 in front-line territories;
- +3.2 billion hryvnias - procurement of medicines for the treatment at state expense of patients with oncological diseases, viral hepatitis, rare orphan diseases, hemophilia, etc.;
- +1.5 billion hryvnias - subvention to local budgets for the development of military lyceum networks that ensure patriotic education of children;
- +1.2 billion hryvnias - support for war veterans and their families (payment of monetary aid and compensation under insurance policies (auto liability).
In addition, 1 billion hryvnias were redistributed for the construction of new housing or reconstruction of premises for the residence of internally displaced persons (IDPs).
The possibility of using free balances on accounts by local self-government bodies (OMCs) for the purchase of housing or providing loans for housing for IDPs is also provided.
However, according to her, a "shot down" amendment was made that provided for increasing the salaries of members of the Accounting Chamber.
