Reform of the Military Criminal Code will follow changes to military personnel’s pay and terms of service
Yulia Svyrydenko made this statement during “Question Time” in the Verkhovna Rada, according to Interfax-Ukraine.
Ukrainian Prime Minister Yulia Svyrydenko stated that the reform of territorial recruitment and social support centres would be the next stage following changes to military pay and the regulation of terms of service.
According to her, the government is indeed working on the reform of the TCCs, but other decisions relating to conditions of military service must be adopted first.
What must precede the reform of the TCCs
Svyrydenko stated that reform of military pay must take place first.
She said the Defence Minister is currently working on this. This concerns, in particular, contracts for infantry and assault troops.
The Prime Minister noted that after this, the government plans to move on to the issue of terms of service, and only then to the reform of the Military Service Code.
What Svyrydenko said about the TCC
During her speech in the Verkhovna Rada, Svyrydenko stated that the issue of the TCC is one of the most complex for Ukrainian society.
She also responded to the mention of “busification”, noting that European countries are unfamiliar with such phenomena because they do not live in conditions of full-scale war.
According to the Prime Minister, reforming the TCC is complex and requires prior changes to the military service system and the motivation of servicemen.
When will the changes for the military be presented?
Earlier, Svyrydenko stated that in the coming weeks the government plans to introduce a reform to increase payments to the military.
She said this reform should also include more specific terms of service.
This involves not only an increase in pay, but also changes to the approach to contracts and conditions of service for certain categories of military personnel.
Why is this linked to the TCC reform
The TCC reform concerns not only the work of the territorial recruitment centres, but also the broader system of mobilisation, recruitment and manning of the armed forces.
That is why, according to the government’s logic, new terms of service, pay and contracts must first be defined, and only then should new rules for the operation of the TCCs be established.
The final parameters of the TCC reform have not yet been presented.
