The Security Service of Ukraine has announced the arrest of the head of the Zhytomyr Regional Territorial Recruitment Centre and Joint Stock Company. He is suspected of extorting money in exchange for exempting employees of a local company from conscription.

The Security Service of Ukraine has detained the head of the Zhytomyr Regional Territorial Recruitment Centre and Joint Staff, who is suspected of extorting money from a local businessman in exchange for not conscripting his employees.

According to the investigation, the official organised a scheme to systematically obtain unlawful benefits from the owner of a regional company. In exchange for money, he promised not to carry out mobilisation measures against employees of conscription age.

After receiving the funds, the suspect obtained from the businessman lists of employees whom he was to protect from checks by the Military Registration and Enlistment Office’s mobile teams and law enforcement officers, as well as when passing through checkpoints.

Security Service officers documented the official’s actions and detained him whilst he was receiving another bribe.

Investigators informed the detainee that he was suspected of an offence under Part 3 of Article 368 of the Criminal Code of Ukraine. This concerns the acceptance of a proposal, promise or receipt of an unlawful benefit by a public official.

The issue of a preventive measure is currently being decided. This article provides for up to 10 years’ imprisonment with confiscation of property.

The investigation is ongoing. Law enforcement officers are establishing all the circumstances and identifying any persons who may be involved.

The measures were carried out under the procedural guidance of the Office of the Prosecutor General of Ukraine.
