The infographic contains data considering the latest changes in state budgets for 2021-2025. For 2026, it includes data incorporated into the budget draft.

Ukraine's defense expenditures for the upcoming year are planned to be record-high. They will include, in particular, increased spending on the needs of the Ministry of Defense – up to 1 trillion 923.6 billion hryvnias. This is +0.6% more than last year and significantly higher compared to the pre-war 2021, when 121.5 billion hryvnias were allocated to the Ministry of Defense.

In 2021, 121.5 billion hryvnias were allocated to the Ministry of Defense in the budget, which accounted for 8.4% of the total budget expenditures.

Starting from 2022, when Russia launched a full-scale invasion and Ukraine had to defend itself, expenditures for the needs of the Ministry of Defense increased almost eightfold. Specifically, from the 2022 budget, 989.5 billion hryvnias were allocated to the defense agency, which was nearly a third of the total budget expenditures – 32.6%.

In 2023, defense expenditures for the Ministry of Defense for the first time since Ukraine's independence exceeded one trillion, specifically – 1 trillion 443.4 billion hryvnias were allocated and spent during the year. This accounted for 42.5% of the total state budget expenditures.

In 2024, the amount of expenditures for the Ministry of Defense increased to 1 trillion 537.7 billion hryvnias, but in relation to funding other articles, it remained approximately at the level of last year – 41.2%.

In 2025, the needs of the Ministry of Defense are estimated at 1 trillion 912.3 billion hryvnias, which is almost half of all budget expenditures – 44.1%.

The government also proposes to increase spending on the Ministry of Defense next year – to 1 trillion 923.6 billion hryvnias, which constitutes 40.5% of all expenditures. Such data are included in the draft state budget, which the Verkhovna Rada has already begun to review.

It is worth noting that the parliament may make changes to the state budget throughout the year, as was the case in previous years. Therefore, total defense expenditures may increase, including in 2026.
