Ihor Smilianskyi, CEO of Ukrposhta, has stated that the National Bank of Ukraine is drafting a law on financial inclusion without involving Ukrposhta. According to him, the company initiated this legislation and operates in 100% of Ukraine’s settlements, particularly in areas where banking infrastructure is limited.

Ihor Smilianskyi, CEO of Ukrposhta, has criticised the National Bank of Ukraine over its work on the financial inclusion bill.

According to him, the NBU has been working on the relevant draft law for some time, but Ukrposhta was not invited to the discussions.

Smiliansky stated that it was Ukrposhta that initiated this law and operates directly in 100% of Ukraine’s settlements.

He specifically highlighted the problem of frontline territories, where, he said, internet connectivity is not always stable and not all payments can be processed online.

“In other words, people who have never been to the frontline zone are dictating how financial inclusion banks should operate there,” Smiliansky said.

The head of Ukrposhta also noted that, according to his information, Nova Poshta had been invited to the discussion.

He described the current situation as a “convenient excuse” for the relevant committee of the Verkhovna Rada of Ukraine.

According to Smiliansky, without Ukrposhta’s involvement, such work looks like “an essay on a free topic”.

Separately, he mentioned the authors of articles on “Ukrposhta’s default” and “flawless corporate governance at Sens Bank”, stating that he would now be watching to see what comes of their work on the topic of financial inclusion.
