In Ukraine, the basic social assistance scheme for low-income families will remain in place in June 2026.
In June 2026, low-income families will be able to apply for basic social assistance, the amount of which depends on the family’s composition and its average monthly income.

The Pension Fund of Ukraine explains that basic social assistance is calculated as the difference between the basic allowance for a family and its average monthly total income.

In Ukraine, the basic social assistance scheme for low-income families will remain in place in June 2026.

This model combines several types of state support into a single monthly payment. It is intended for low-income families, single mothers or fathers, and children whose parents do not pay maintenance or whose whereabouts are unknown.

Basic social assistance is allocated to the family and paid to one of its members who has applied for it. The payment is granted for six months with automatic renewal, but not beyond the duration of the pilot project.

How social assistance is calculated

The amount of assistance is determined on an individual basis. First, a basic amount is calculated for the family, and then the household’s average monthly total income is deducted from it.

The base amount is 4,500 UAH.

For the first family member to apply, 100% of the base amount – 4,500 UAH – is taken into account.

The same amount is taken into account for each child under the age of 18, as well as for people with a Group I or II disability.

For each subsequent adult family member, 70% of the base amount – 3,150 UAH – is applied.

For example, for a family of two adults and one child, the base amount is 12,150 UAH. If the family’s average monthly income over the last three months is 7,020 UAH, the monthly social assistance will be 5,130 UAH.

Who may be refused payment

Assistance may not be granted if able-bodied family members have not been working, studying, performing military service, engaged in entrepreneurial activity, or registered with the employment centre for more than three months.

Significant expenditure or savings may also be grounds for refusal. This refers to purchases or savings totalling over 100,000 UAH over the past year, excluding expenditure on medical treatment, education or utility bills.

Furthermore, assistance may not be granted to families who own a second home or more than one car less than 15 years old, with certain exceptions.

How to apply for social assistance

You can apply for basic social assistance online via Diya or in person at any service centre of the Pension Fund of Ukraine.

On the Diya app, you need to update the app, log in, go to the ‘Services’ section – ‘State Assistance’ – ‘Basic Social Assistance’ and submit your application after receiving the calculation of the monthly amount.

You must attach an identity document, your individual tax number, your bank account number in IBAN format, a declaration of income and assets, and, if necessary, additional documents to your application.

You can also apply for assistance through the Administrative Service Centres, local authorities or by post, if this method is available for the specific service.
