The "Energoatom" case: the supervisory board has been dismissed, Minister Galushchenko has been suspended
As part of a high-profile corruption case in the state energy sector, the government made radical personnel decisions: early termination of the powers of the Supervisory Board of Energoatom and temporary removal of the Minister of Justice (formerly – the Minister of Energy) Herman Halushchenko. On the evening of November 11, 2025, the government decided to prematurely terminate the powers of the Supervisory Board of NAEK "Energoatom". Prime Minister Yulia Sviridenko stated that this is a "first step towards rebooting the company" and restoring trust in the state energy sector.
On the morning of November 12, the Cabinet held an urgent meeting, during which another high-profile decision was made – to temporarily suspend Herman Halushchenko from performing his duties as Minister of Justice during the investigation and investigative actions. The decision was supported unanimously by all members present at the Cabinet meeting.
Recall that NABU and SAP are investigating the activities of an organized group operating within "Energoatom" through a system of subcontracting agreements. The investigation believes that contractors of the enterprise were forced to pay "kickbacks" of 10–15% of the contract value, and some officials facilitated the signing of agreements through fictitious companies.
Searches were conducted both at the company's central office and at the residences of some of its managers. Investigative actions also took place in Herman Halushchenko's official office and residence. The Ministry of Justice confirmed the searches, emphasizing that the suspension of the minister is a "technical step to ensure the objectivity of the investigation".
