The Higher Anti-Corruption Court has made a decision to recover assets belonging to the family of the former head of the State Tax Service in the Odessa region for the benefit of the state. Their actual value was estimated at over 5.3 million UAH, although significantly lower amounts were indicated in the declarations.

«It was impossible to acquire this property with lawful income», — stated the NACP.

As reported by ThePublic.info, the High Anti-Corruption Court (HACC) recognized the assets of the family of the former head of the State Tax Service in Odesa region as unjustified. This concerns over 5.3 million UAH, which are not confirmed by legal sources.

According to the media, this involves Ruslan Khvan, who previously headed the regional Department of the State Tax Service

What was the basis

The court's decision is based on materials:

  • NACP — after monitoring lifestyle;

  • DIBR — their letter initiated the investigation;

  • SAP — the prosecutor's office independently gathered additional evidence.

What assets are involved?

The family of the ex-official discovered two expensive cars:

During the investigation, NACP established that the actual value of both cars exceeds 5.3 million UAH, which does not correspond to the family's income.

Further actions by the family

Afterward, one of the cars — an Audi — was sold at market value. The proceeds were used to purchase a BMW X7 xDrive, which only confirmed the discrepancy between income and expenses.

What the court decided

  • Property confiscated in favor of the state — according to Art. 290 of the Civil Procedure Code of Ukraine;

  • The decision can be appealed within 30 days;

  • The court did not find legitimate sources for the acquisition of these assets.

  • What does this mean

This is one of the landmark decisions of HACC regarding the confiscation of assets acquired not through income. According to experts, it could set a precedent for similar cases involving middle and higher-level officials.
