The Cabinet of Ministers has lifted restrictions on female officials travelling abroad
Prime Minister Yulia Svyrydenko announced this on Telegram.
The Cabinet of Ministers has lifted additional restrictions on travel abroad for some female officials during martial law.
According to Yulia Svyrydenko, from now on, female employees of state authorities, local government bodies, state-owned enterprises and other specified organisations will be able to cross the border without additional restrictions.
This applies to women holding positions in state authorities, local government, state-owned enterprises and the courts.
However, the changes do not apply to the highest-ranking state officials and key heads of state bodies and their deputies.
In particular, restrictions remain in place for members of the Cabinet of Ministers, the leadership of ministries and central executive bodies, the Office of the President of Ukraine, the Secretariat of the Verkhovna Rada of Ukraine, the National Security and Defence Council, the Security Service of Ukraine, the National Bank, as well as for members of parliament, judges of the Supreme Court and the Constitutional Court of Ukraine, prosecutors of the Office of the Prosecutor General, and heads of state-owned enterprises and state bodies whose jurisdiction extends across the entire territory of Ukraine.
What is changing
Previously, the rules for crossing the state border stipulated that senior officials, representatives of state authorities and members of local councils could travel abroad on the basis of decisions regarding official business trips.
Following the government’s decision, some female officials will be able to cross the border without such additional restrictions.
The Association of Ukrainian Cities has announced that the right of female officials and civil servants in local government to cross the state border has been restored. The organisation noted that, from the very beginning of the restrictions, it had insisted on their removal for female councillors, civil servants and officials in local government bodies.
The context of martial law
Following the start of Russia’s full-scale armed aggression against Ukraine, the introduction of martial law and general mobilisation in Ukraine imposed restrictions on travel abroad for men liable for military service and conscripts aged between 18 and 60.
Separate rules also applied to officials, representatives of state authorities, local government bodies and other specified categories.
Previously, the Cabinet of Ministers had also approved a decision regarding border crossings by female local councillors working on a voluntary basis.
