The minimum wage in 2026 could rise to 11,183 UAH from July
At this stage, we are only talking about a draft bill, not about changes that have already been adopted.
Bill No. 15224-5 has been tabled in the Verkhovna Rada, proposing to increase the minimum wage, the minimum old-age pension and the subsistence level in 2026.

This is stated in the details of draft law No. 15224-5 on the Verkhovna Rada website.

Draft law No. 15224-5 on amendments to the Law “On the State Budget of Ukraine for 2026” has been registered with the Verkhovna Rada.

The document concerns financial support for the security and defence sector, as well as increases to the minimum old-age pension and the minimum wage.

The bill was registered on 22 May 2026. The Verkhovna Rada Committee on Budgetary Matters has been designated as the lead committee.

How the minimum wage may change

The draft law proposes to increase the minimum wage from 1 July 2026.

The following monthly figures are proposed:

from 1 January 2026 – 8,647 UAH;

from 1 July 2026 – 11,183 UAH;

from 1 October 2026 – 12,160 UAH.

The hourly minimum wage could be:

from 1 January 2026 – 52.22 UAH;

from 1 July 2026 – 64.16 UAH;

from 1 October 2026 – 72.17 UAH.

Minimum old-age pension

Separately, the draft law proposes setting new levels for the minimum old-age pension.

From 1 July 2026, it may amount to 7,387 UAH.

From 1 October 2026 – 7,591 UAH.

New subsistence minimum

The document also provides for a review of the subsistence minimum.

It is proposed that the general subsistence minimum be set at the following levels:

from 1 January 2026 – 3,209 UAH;

from 1 July 2026 – 9,906 UAH;

from 1 October 2026 – 10,180 UAH.

For children under the age of 6, the following amounts are proposed:

from 1 January 2026 – 2,817 UAH;

from 1 July 2026 – 7,858 UAH;

from 1 October 2026 – 8,074 UAH.

For children aged 6 to 18:

from 1 January 2026 – 3,512 UAH;

from 1 July 2026 – 10,035 UAH;

from 1 October 2026 – 10,312 UAH.

For able-bodied persons:

from 1 January 2026 – 3,328 UAH;

from 1 July 2026 – 11,833 UAH;

from 1 October 2026 – 12,160 UAH.

For persons who have lost their ability to work:

from 1 January 2026 – 2,595 UAH;

from 1 July 2026 – 7,387 UAH;

from 1 October 2026 – 7,591 UAH.

What the new figures will affect

If the draft law is passed, the new social standards will affect wages, pensions, social benefits, taxes and the calculation of state guarantees.

However, this is currently only a draft bill, not changes that have already been adopted.

Therefore, the new levels of the minimum wage, pensions and the subsistence minimum will only come into force if the bill is supported by the Verkhovna Rada and signed into law in accordance with the established procedure.
