The Rada wants to confiscate electric scooters for traffic offences
A fine of 1,700 UAH is proposed for a first offence involving the use of small electric vehicles.
A bill has been tabled in the Verkhovna Rada proposing fines, the confiscation of electric scooters and community service for breaches of the rules governing the use of small electric vehicles.

This is evident from the details of Bill No. 15283 on the Verkhovna Rada website. The bill was registered on 29 May 2026 and referred to a committee for consideration on 2 June.

The Verkhovna Rada is proposing to increase penalties for breaches of the rules governing the use of electric scooters and other small electric vehicles.

This refers to draft law No. 15283, which provides for amendments to the Code of Ukraine on Administrative Offences. The full title of the document concerns liability for violations relating to the use of small electric vehicles, as well as traffic violations by certain categories of road users.

The document is not yet law. As of 2 June, its status is ‘under consideration by the committee’. The Verkhovna Rada Committee on Law Enforcement has been designated as the lead committee.

What penalties are proposed for violations

A fine of 1,700 UAH is proposed for a first offence against the rules governing the use of small electric vehicles.

A repeat offence could result in a fine of up to 3,400 UAH and the confiscation of the electric scooter or other small electric vehicle.

For a third and each subsequent violation, a fine of 17,000 UAH and community service are proposed.

These sanctions will apply specifically to violations of the rules governing the use of small electric vehicles, provided the relevant amendments are adopted by the Verkhovna Rada.

Who tabled the bill

The initiators of Bill No. 15283 are MPs Anna Skorokhod, Lyudmyla Marchenko, Heorhiy Mazurashu and Mykola Tyshchenko.

In addition to the main committee, the document has also been referred to the committees on transport and infrastructure, the budget, anti-corruption policy, Ukraine’s integration into the EU, and other relevant committees.

What else might change

The bill concerns not only users of electric scooters. It also provides for changes regarding liability for traffic violations by certain categories of road users.

This includes pedestrians, cyclists, those driving horse-drawn vehicles, and animal herders.

Separately, a related bill, No. 15284, has been registered in the Verkhovna Rada, which aims to regulate the rules for the use of small electric vehicles. In other words, parliament is considering not only penalties but also broader traffic rules for electric scooters and similar vehicles.

When might the fines come into force?

The new fines, confiscation of electric scooters and community service are not currently in force.

They can only come into effect if the Verkhovna Rada passes the bill, the president signs it, and the law comes into force.

For now, this is merely a legislative initiative currently under consideration by a committee.
