The State Bureau of Investigation suspects a Ternopil Regional Council official of illegally registering land belonging to a defence enterprise
Officers from the State Bureau of Investigations, in collaboration with the Security Service of Ukraine, have exposed an official from the Monastyryska City Council in the Ternopil region who is suspected of illegally transferring land belonging to a defence enterprise to private entities.
According to the investigation, in February 2022, the head of the registration department carried out illegal registration procedures and transferred ownership of unfinished construction sites to private companies.
This concerns three plots of land with a total area of approximately 1.4 hectares, which are currently in use by a state-owned enterprise within Ukraine’s defence-industrial complex. According to expert assessments, their market value exceeds 15.7 million hryvnias.
Investigators established that the official was aware of the lack of legal grounds for registration, yet entered false information into the state register and took steps to effectively remove the property from state control.
The basis for registering ownership rights was documents bearing signs of forgery. These included technical passports, joint activity agreements and certificates of address allocation, which had not in fact been issued.
During inspections, law enforcement officers established that there were no unfinished construction projects on these plots of land.
The official was notified of suspicion under Part 1 and Part 3 of Article 362 of the Criminal Code of Ukraine regarding unauthorised actions with information in automated systems.
The penalties under these articles provide for up to six years’ imprisonment with disqualification from holding certain positions.
Investigators are currently examining whether money was received in connection with the illegal actions and identifying other individuals involved. Measures are also being taken to annul the illegal registration actions.
The Ternopil Regional Prosecutor’s Office is overseeing the proceedings in the case.
