Former head of the Central Medical and Social Expert Commission of the Ministry of Health and other individuals received suspicions of document forgery

The former head of the Central Medical and Social Expert Commission (MSEC) of the Ministry of Health (MOH) of Ukraine was notified of suspicion of abuse of official position and forgery of official documents. Along with him, seven individuals suspected of participating in an organized group that systematically issued disability certificates to citizens without legal grounds were also suspected.

This was reported by the Office of the Prosecutor General (OGPU) and the National Police of Ukraine.

As noted by the OGPU, the organized group included the deputy head of the MSEC, who is now working as a lawyer, a doctor, and four commission members, as well as one of the family doctors from the municipal enterprise "Center of Primary Medical and Sanitary Care of Darnytskyi District of Kyiv".

According to investigators, the group members produced and registered knowingly forged referrals from medical-consultative commissions and based on them established disability for certain individuals.

Official documents were signed and sealed with the stamp of the CMSC, after which individuals gained rights to social benefits and payments.

According to investigators, in 2024-2025, disability was illegally issued at least to 14 citizens, and based on these decisions, the Pension Fund of Ukraine made payments totaling over 2.8 million hryvnias.

The National Police point out that the uncovered illegal scheme was still operating in January 2025, i.e., in the last days before the liquidation of the MSEC.

"In August 2025, more than a dozen simultaneous searches were conducted at the residences of the defendants, during which documents, seals, electronic media, and other evidence of criminal activity were seized," the report states.
