The Rada has registered a bill on new rules for serving summonses and the actions of the TCC
This is evidenced by the draft law card on the website of the Verkhovna Rada of Ukraine.
On 12 March, the Verkhovna Rada of Ukraine registered draft law No. 15076 "On Amendments to the Law of Ukraine "On Mobilisation Preparation and Mobilisation" regarding the regulation of the procedure for checking citizens' military registration documents and sending (delivering) summonses." The document was initiated by People's Deputy Serhiy Hryvko.
The key idea of the bill is to change the approach to summoning citizens to territorial recruitment and social support centres. Publications on the content of the document state that the summons should be delivered in only two ways: by direct delivery of the summons or by post.
The materials on the bill also state that it contains a provision prohibiting the use of physical force and special means against citizens within the procedure of delivery to the TCC without proper legal grounds. It was this part of the document that became the main news story after its registration.
At this point, the bill has the status of a registered bill and is not yet a valid provision. After registration, it must be sent to the relevant parliamentary committee for consideration and then submitted for further legislative procedure.
Against the backdrop of this initiative, there has also been public discussion of the current practice whereby TCC employees can detain individuals without additional document checks if they are already wanted. According to publications about it, the new bill is aimed at changing or more clearly regulating such approaches.
Thus, this is not a decision that has already been made, but a parliamentary initiative that could change the rules for serving summonses and the scope of the TCC's actions during mobilisation, if the document is supported by the Verkhovna Rada.
