Ukraine may change the rules governing the purchase of electricity from domestic solar power stations
This is stated on the regulator’s website.
The document has been drawn up in accordance with Laws No. 4777-IX and No. 4825-IX and launches a public consultation process.
The draft provides for an update to the Rules of the Retail Electricity Market and the Procedure for the Sale and Accounting of Electricity Generated by Active Consumers.
Key changes include:
Division of capacity into guaranteed and non-guaranteed
The regulator proposes to clarify the concept of permitted capacity and introduce a division into:
- guaranteed;
- non-guaranteed.
New opportunities for backup power supply
The document expands the possibilities for backup power supply to consumer facilities through electricity producers using renewable sources.
New rights for energy storage system operators
Operators of energy storage facilities may be granted the right to sell electricity directly to consumers under supply contracts, provided there is a shared connection point to the distribution system operator’s network.
Changes for domestic solar power stations
Separately, the NEURC proposes to clarify the rules governing active consumers.
Electricity generated by private households from solar power stations under the ‘green’ tariff will be purchased by universal service providers only during daytime hours:
- from 1 April to 31 October – from 04:00 to 23:00;
- from 1 November to 31 March – from 06:00 to 21:00.
In addition, for active consumers operating under the self-generation model and using the simplified taxation system, it is planned to allow separate billing for electricity supplied and consumed without offsetting.
“The proposed changes are aimed at developing active consumption, energy storage facilities and distributed generation, as well as enhancing Ukraine’s energy resilience,” the Commission emphasised.
It is noted that this decision marks the start of the regulatory procedure: the draft resolution will be published on the NEURC’s official website to gather comments and suggestions from all interested parties.
