Ukraine is set to receive €134 million from the EIB for road repairs
Ukraine will use EIB funding to repair these roads.
President Volodymyr Zelenskyy has signed Law No. 4822-IX, which ratifies a financial agreement with the European Investment Bank. The legislation makes €134 million available to Ukraine for the restoration of road infrastructure and critical export routes.

This refers to the agreement ratified by the Verkhovna Rada on 25 March. On that occasion, parliament approved Bill No. 0368, and the document was signed by the president on 14 April.

The funding involves a loan of €134 million. The funds are to be directed towards the reconstruction of export routes, the restoration of damaged road infrastructure, the repair of bridges and roads, and the improvement of border infrastructure.

According to Vadym Halaychuk, First Deputy Chair of the Parliamentary Committee on Ukraine’s Integration into the EU, the focus is primarily on roads that form part of the ‘Solidarity Lanes’ network. These are western transit routes connecting Ukraine with EU countries, notably Poland and Romania.

The EIB had previously clarified that the land transport component of the aid package specifically includes a €134 million loan for the Ukrainian Recovery Agency. Among the areas mentioned by the bank are the repair of bridges and roads, in particular the M06 motorway connecting Kyiv with the Hungarian border, as well as strengthening border infrastructure to support the “Solidarity Routes”.

In March, the government also approved the procedure for using state budget funds for the development of the network and maintenance of public roads in 2026. The total volume of such funding amounts to 12.86 billion UAH, of which 12.6 billion UAH comes from the general fund of the state budget, and 257.7 million UAH from grants from international donors.

As reported by ThePublic, large-scale road repairs in Ukraine are being postponed due to an acute funding shortfall. Available budget funds are sufficient only for emergency works and the maintenance of key routes, whilst a full-scale restoration of the road network is currently impossible.
