Ukraine has approved the first five countries for dual citizenship
This is set out in Law of Ukraine No. 4502-IX and Cabinet of Ministers Resolution No. 1412, adopted to implement it.
Law No. 4502-IX was adopted by the Verkhovna Rada on 18 June 2025. It was this law that enshrined the concept of multiple citizenship in legislation and defined the circumstances under which Ukraine recognises a person’s simultaneous citizenship of two or more states.
The current version of the Law “On Citizenship of Ukraine”, which has been in force since 16 January 2026, provides, in particular, for two important cases. The first is the acquisition of Ukrainian citizenship through a simplified procedure by foreigners who are citizens of states on a list approved by the government. The second is the acquisition by a citizen of Ukraine of the citizenship of states whose citizens acquire Ukrainian citizenship under a simplified procedure.
Which countries are included in the first list
By Cabinet Resolution No. 1412, the government approved the first list of such states. It includes Canada, the Federal Republic of Germany, the Republic of Poland, the United States of America and the Czech Republic.
The resolution itself also explicitly states that it comes into force simultaneously with the entry into force of Law No. 4502-IX. In view of the current version of the Law “On Citizenship of Ukraine”, these changes came into effect on 16 January 2026.
Thus, citizens of these five states may obtain Ukrainian citizenship under a simplified procedure, whilst for Ukrainian citizens, the law recognises the possibility of acquiring citizenship of these very states under the new multiple citizenship regime.
As a reminder, after 4 March 2027, temporary protection for Ukrainians in Spain will automatically cease, and some people will have to urgently seek another basis for legal residence. The greatest risks arise for those who have not managed to integrate into the labour market, do not have a stable income, are not in education, or lack family ties to justify a new residence permit.
