In Ukraine, 100,000 phone numbers have already been blocked for sending spam

Since October 2025, when mobile network operators in Ukraine were given the ability to block numbers for sending spam, 100,000 such numbers have already been blocked. Here’s how to report unsolicited marketing calls.

This was reported by the Ministry of Digital Transformation.

The ministry also reminded subscribers how they can report spam.

How to report spam calls

There are three ways to file a complaint:

1. Report the spam number to your operator:

  • Vodafone — via the app or by calling: 111 or 0 800 400 111 in Ukraine, +38 050 400 111 whilst roaming;
  • Kyivstar — via the app or by dialling: 466 or 0 800 300 466 in Ukraine, 105466# whilst roaming;
  • Lifecell — via the app or by dialling: 5433 or 0 800 20 5433 in Ukraine, +38 063 5433 111 whilst roaming.

2. Report spam calls to the government hotline — 1545.

3. Contact the National Commission for the Regulation of Communications (NCRC) via the form on the website.

How operators determine which numbers to block

Once a complaint is received, the system checks the suspicious number.

It will be blocked if it meets at least two criteria from the list:

  • it is impossible to call the number back;
  • during a call, a recorded message plays instead of a live person;
  • calls last less than a minute or are made without any conversation at all;
  • the number is used exclusively for calls (without internet or SMS);
  • over 50% of calls are to different numbers;
  • there are widespread complaints about this contact.

As a reminder, the AMCU previously called on mobile operators to stop manipulating ‘unlimited’ internet packages.
