Vitali Klitschko is being asked to give a public account to the community: a petition

Kyiv Mayor Vitali Klitschko is being called upon to deliver a public report to the city’s residents. This refers to the regular report that the mayor is required to deliver at least twice a year — publicly, transparently and with an opportunity for questions.

A corresponding online petition has been registered on the Kyiv City Council website.

“In accordance with Part 1 of Article 75 of the Law of Ukraine ‘On Local Self-Government in Ukraine’, local self-government bodies and officials are accountable, subject to oversight and responsible to local communities,” emphasises the author of the petition, Andriy Borovyk, Executive Director of Transparency International Ukraine.

The last public report in Kyiv took place in December 2021. Since then, there have been no open meetings with residents, whilst the number of questions for the city authorities has increased.

What the petition demands:

  • the holding of an open reporting session at a meeting with the community;
  • the timely publication of the announcement and the text of the report;
  • the collection and consideration of questions from Kyiv residents prior to the event;
  • the opportunity to ask questions during the meeting;
  • an online broadcast and inclusive conditions for participation.

How much did the mayors of Ukrainian cities earn in the first year of the full-scale war

The publication "Slovo i Dilo" previously analysed how much the mayors of regional centres earned in the first year of the full-scale invasion (2022).

The publication notes that a mayor’s salary is approved by local councillors, but when making this decision, they are guided by Cabinet of Ministers resolutions which set out the terms of remuneration for local government officials.

Here are the top 5 mayors of Ukrainian cities with the highest salaries in 2022.

Thus, the highest salary for 2022 among mayors of regional centres was that of Ihor Terekhov, the mayor of Kharkiv – 1,714,900 hryvnias. In 2021, the mayor of Kharkiv earned 1,602,700 hryvnias.

The mayor of Cherkasy, Anatoliy Bondarenko, earned 1,387,800 hryvnias over the year. In 2021, his salary was 998,200 hryvnias.

Ihor Polishchuk, the mayor of Lutsk, received a salary of 1,054,500 hryvnias. In 2021, he earned 1,138,800 hryvnias.

The Mayor of Dnipro, Boris Filatov, declared a salary of 966,100 hryvnias from his main place of employment. In 2021, his salary amounted to approximately 889,000 hryvnias.

Kyiv Mayor Vitali Klitschko earned 906,300 hryvnias in the first year of the full-scale war. In 2021, Klitschko declared a salary of 640,700 hryvnias.
