Under Tsyvinskyi’s leadership, the ESBU increased its expenditure on overseas business trips
Despite claims by Oleksandr Tsyvinskyi, Director of the Economic Security Bureau, regarding insufficient funding in the first quarter of 2026, the agency spent over 1.2 million hryvnias on business travel. Of this amount, 374,000 hryvnias were allocated to trips abroad.

This is twice as much as in the same period of 2025. The data was published on the Unified Web Portal for the Use of Public Funds.
In total, the ESBU budget for business travel in 2026 allocates 5.2 million UAH, of which 1.2 million UAH has already been spent. A quarter of this amount was spent on 19 overseas business trips.

At the same time, most of these trips are funded by foreign partners. According to the published data, since the start of the year, they have provided the ESBU with assistance amounting to 3.2 million UAH.
In addition to business trip expenses, during the quarter the ESBU allocated over 160 million UAH to salaries and nearly 163 million UAH to operating expenses. The largest expenditures were on security, information protection, furniture and equipment.
Part of the funds was spent on promotional merchandise. In particular, a rebranding project was commissioned for 300,000 UAH, as well as badges, satin scarves and souvenirs totalling nearly a quarter of a million UAH.
For 2026, the government has allocated 2.1 billion hryvnias to fund the Economic Security Bureau. The bulk of these funds is to be spent on staff salaries, which, following the appointment of Oleksandr Tsyvinskyi as head of the institution, have risen to between 120,000 and 160,000 hryvnias.
The Economic Security Bureau’s annual budget could be fully spent as early as September.
It was previously reported that ESBU Director Oleksandr Tsyvinskyi, together with his deputy Yuriy Belousov, attended an event for American businesses in Washington, participation in which requires a membership fee of $10,000 to the USUBC.
