Police salaries could rise to 33,280 UAH: what is being planned in parliament
This is set out in draft law No. 6506-1.
Ukraine plans to review the pay system for National Police officers.
This involves amendments to Article 94 of Law No. 580-VIII “On the National Police”, which regulates the pay of police officers.
The Verkhovna Rada Committee on Law Enforcement supported the need for such changes and recommended that parliament adopt draft law No. 6506-1 at second reading and in its entirety.
The document was supported in the first reading on 12 March 2025, but subject to further refinement.
What changes are being proposed
The bill stipulates that police pay should provide adequate financial conditions, taking into account the nature of the service, its intensity and the level of danger.
Pay should also help attract qualified specialists to the police force, motivate law enforcement officers to achieve high results, and compensate for the physical and mental strain associated with the service.
It is proposed that the amount of pay be determined based on position, rank, length of service, intensity and working conditions, qualifications, as well as the possession of an academic degree or academic title.
Minimum police salary
According to the proposals, a police officer’s basic salary should be no less than 10 times the minimum subsistence level for able-bodied persons, as established at the start of the relevant year.
An exception is provided for cadets and students at higher education institutions with specific training conditions that train police officers.
In 2026, the minimum subsistence level for able-bodied persons is 3,328 UAH.
Therefore, under this model, the minimum basic salary for police officers could start at 33,280 UAH.
What payments may be included in the salary
Police officers’ pay should include several types of allowances.
These include the basic salary, a supplement for special rank, a length-of-service allowance, payments for working with access to state secrets, a supplement for an academic degree or academic title, as well as bonuses.
However, the amount of the bonus must not exceed 30% of the basic salary.
Seniority allowances
Separately, the draft law provides for monthly allowances for length of service.
Their amount will depend on length of service in the police force and will be determined as a percentage of the basic salary.
For police officers with one to two years’ service, the allowance will be 5%.
For service of two to four years, the allowance is 10%; for four to seven years, 15%; and for seven to 10 years, 20%.
If a police officer has served for 10 to 13 years, the allowance may amount to 25% of their basic salary.
For service of 13 to 16 years, the allowance is 30%; for 16 to 19 years – 35%; and for 19 to 22 years – 40%.
For police officers with 22 to 25 years’ service, the allowance is 45%.
If length of service exceeds 25 years, the monthly allowance may reach 50% of the basic salary.
What will happen to payments abroad and in other agencies
The draft law also provides guarantees for police officers who will be temporarily serving outside Ukraine.
They are to retain their financial allowance in the national currency. They are also to receive remuneration in foreign currency.
Law enforcement officers seconded to other state authorities, institutions or organisations will also have payment guarantees.
They are to be paid a salary based on the post they will hold in the relevant authority, institution or organisation, as well as other stipulated payments.
What are police salaries currently?
During martial law, the law provides for a fixed allowance of 10,000 UAH for all police officers.
For those serving in the combat zone, a further 30,000 UAH is provided.
The actual salaries of law enforcement officers depend on their experience, position and region of service.
On average, a patrol officer earns between 18,000 and 26,000 UAH, and together with allowances, their monthly income is approximately between 24,000 and 28,000 UAH.
A community police officer has an average salary of between 25,000 and 28,000 UAH. With allowances, their monthly income can range from 28,000 to 35,000 UAH.
Investigators and detectives earn approximately 30,000 to 45,000 UAH. Including allowances, their income can range from 35,000 to 50,000 UAH per month.
Department heads have salaries starting from 40,000 UAH. Including bonuses, their monthly income averages between 45,000 and 60,000 UAH.
What next
Draft Law No. 6506-1 still needs to be passed by the Verkhovna Rada at second reading and in its entirety.
Only after this, and once the law has been signed and comes into force, can the new rules take effect.
