The President of Ukraine, Volodymyr Zelenskyy, has signed a decree implementing the National Security and Defence Council’s decision on targeted sanctions against five individuals whose activities pose a threat to the country’s national security and sovereignty

This has been reported by the Office of the President of Ukraine.

Who has been added to the updated list

According to the official document, five individuals have been subject to sanctions for a period of ten years. Among them are Ukrainian lawyer Andriy Bohdan and businessman Bohdan Pukish. The list also includes citizens of the Russian Federation: entrepreneur Alan Kiryukhin, as well as sports officials and propagandists Mikhail Mamiashvili and Stanislav Pozdnyakov.

Economic isolation and revocation of awards

The sanctions package introduced provides for the complete isolation of those named from the Ukrainian economy and resources. Specifically, this involves the freezing of all assets, a complete cessation of trade operations, and a ban on the transfer of any capital out of the country. The decree also revokes all existing licences and special permits for the use of subsoil resources. The fulfilment of any financial obligations towards these individuals is suspended, and a ban is imposed on their participation in the privatisation or leasing of state property. In addition to economic measures, the decision also provides for measures of a moral and political nature. Those implicated are permanently stripped of all Ukrainian state awards and other forms of recognition

Monitoring of the decision’s implementation has been entrusted to the Secretary of the National Security and Defence Council. Meanwhile, the Ministry of Foreign Affairs has been instructed to inform international partners in the EU and the US in order to secure the introduction of similar restrictions at the global level.

What is known about those on the list

Andriy Bohdan — a Ukrainian lawyer and former head of the Presidential Administration (later the Office of the President). His appointment in 2019 was accompanied by a scandal due to his falling under the lustration law, and a petition calling for his resignation gathered over 33,000 signatures. Bohdan left his post in February 2020 following a public conflict with the President’s team, which he subsequently sharply criticised for unprofessionalism and creating chaos in the country.

Bogdan Pukish is a businessman whom official sources describe as an associate and partner of Viktor Medvedchuk, who is subject to sanctions. His activities are linked to the management of assets that could have been used to support pro-Russian political projects in Ukraine.

Alan Kiryukhin is a Russian entrepreneur who holds a key position in the A7A5 payment system. According to law enforcement agencies, this financial structure is used by the Russian Federation to circumvent international sanctions and make covert payments in the interests of the aggressor.

Stanislav Pozdnyakov and Mikhail Mamiashvili are influential Russian sports officials. Pozdnyakov heads the Russian Olympic Committee and has repeatedly spoken out in support of the armed aggression against Ukraine, notably approving the mobilisation of Russian athletes to participate in the war. Mamiashvili, as president of the Russian Wrestling Federation, is also actively involved in war propaganda through international and domestic sporting platforms.
