Zelenskyy has signed a decree establishing a Naval Academy in Odesa

On 4 July 2026, the President of Ukraine, Volodymyr Zelenskyy, signed a decree establishing a Naval Academy in Odesa. The new higher military educational institution will be established on the basis of the Institute of Naval Forces at the National University ‘Odesa Maritime Academy’.

Volodymyr Zelenskyy announced this on his Telegram channel.

The Academy will be established on the basis of the Naval Institute

Decree No. 583/2026 instructs the Cabinet of Ministers of Ukraine to ensure, in accordance with established procedure, the establishment of the Naval Academy as a separate higher military educational institution. The decree was adopted with the aim of implementing Ukraine’s Maritime Security Strategy and further developing the capabilities of the Naval Forces of the Armed Forces of Ukraine.

Zelenskyy met with cadets in Odesa

The President announced the signing of the decree during a meeting with cadets and graduates of the Naval Forces Institute in Odesa.

According to Zelenskyy, the new academy is to combine modern approaches to military education, the combat experience of Ukrainian military personnel and a robust training and material base.

“Today I signed a decree establishing a modern Naval Academy in Odesa. It is set to become a centre featuring modern approaches to training, the existing experience of our army and a strong material and military base,” the President noted.

“Ukraine has unique experience of naval warfare”

During the meeting, they also discussed the development of the Navy, the use of maritime drones and the defence of the Black Sea. The President emphasised that the Ukrainian Navy has gained combat experience that is unrivalled anywhere in the world today.

“The Black Sea is currently protected by our Armed Forces, our Navy, and, without a doubt, this is all a wealth of experience that no one else in the world possesses,” Volodymyr Zelenskyy emphasised.
